Fall Protection for the Competent Person


This three day course is designed for personnel who may be designated as the Competent Person by their employer for typical construction-related activities involving working at height. It is also recommended for any construction, maintenance, or supervisory personnel who use fall prevention and/or protection equipment and systems or who will be responsible for safety at their job sites where fall hazards exist. Topics include: fall hazard recognition, evaluation, and control; construction exposures and applications; detailed review of fall protection regulations and requirements; hierarchy of fall protection systems; fall hazard evaluation; eliminating and controlling fall hazards; Aerial Lifts and ladders; developing and maintaining a managed fall protection program; conducting fall hazard surveys and inspections; fall prevention and protection equipment and system selection and use; fall protection procedures, rescue procedures, training; and incident investigations. Training includes active participation with hands-on activities and demonstrations.


Prerequisites: OSHA #500 Trainer Course in OSHA Standards for Construction, OSHA #501 Trainer Course in OSHA Standards for General Industry, or ATP 191 Safety & Health Authorized Trainer. This course satisfies the requirements of OSHA, ANSI, and USACE 385-1-1.

Parking: Parking is prohibited around The Westfall Group building that shares an entrance to the parking lot. It is recommended that students park along the fence line on the back perimeter of the AGC building.

Michael Hartman


Michael Hartman is an OSHA-trained safety and health consultant, specializing as a college-level instructor for OSHA's Fall Protection, HazMat, Respiratory Protection, and Confined Space Protocols. With over 31 years of service, he retired as a Fire Captain/Paramedic. During his firefighting career, he actively served on the MABAS Division 1 Technical Rescue, Hazardous Materials, and Underwater Search and Recovery teams.

Michael's journey in safety began as a private sector instructor, imparting knowledge on safe work practices in General Industry and Construction. Witnessing the consequences of improperly followed safety programs during his firefighting days motivated him to contribute more significantly to safety training. In a leadership role as an operations manager for a national safety company, he conducted site safety audits and trained confined space rescue teams. Michael currently shares his expertise as an OSHA instructor at the University of Texas at Arlington in OSHA’s Region VI and for various military bases worldwide. His teachings are rooted in real-world experiences, emphasizing accident prevention and preparedness.
