Storm Water Pollution Prevention Plan

DESCRIPTION:This course consists of on-site inspection of field installed storm water erosion and sediment control best management practices (BMPs). The course includes training on how to complete the associated documentation (TxDOT inspection form) to comply with the Texas Pollution Discharge Elimination System's requirements.

Participants will take part in the on-site inspection of a typical TxDOT construction or maintenance project with Storm Water Pollution Prevention Plan (SWP3) devices in place, and the implementation of the TPDES Construction General Permit. The project's SWP3 is reviewed, compared to actual field conditions and the overall erosion and sediment control strategies on the project are analyzed.

Instruction location will be in the area of a current SWP3 project. The project's SWP3 will be reviewed and discussed prior to commencing the field inspection. The TxDOT Area Office or District Maintenance Office will provide access to the project location and the accompanying documentation for initial review. Transportation to the project location will be provided by the TxDOT Area Office or District Maintenance Office.

IMPORTANT: Participants must bring steel toed boots, hard hat, safety vest, and should dress appropriately for fieldwork. ENV103 is part of a series of classes designed to provide the tools necessary to achieve effective erosion and sediment control on TxDOT projects: ENV 300, ENV 301, and ENV 103. ENV 300 provides an introduction and overview with a focus on inspection and ENV 301 provides advanced erosion and sediment control design strategies.

    OBJECTIVES: After completing the course, participants will be able to:
  1. Identify effective Storm Water BMPs and explain if they are performing as designed.
  2. Update the SWP3 layout with revised BMPs.
  3. Utilize inspection related tips to improve efficiency.
  4. Demonstrate what to look for as an inspector.
  5. Explain what actions are necessary to maintain compliance with the TPDES CGP.
  6. Identify common installation mistakes and repair methods.
  7. List the records necessary to maintain permit compliance.
